Governor Barbour Makes Appointments to State Board of Contractors

(Jackson, Miss.)—Governor Haley Barbour announced the appointments of George Edwards, of Brandon; Don Halle, of Gulfport; N.L. Carson, of Carthage; Ray A. Sims, of Hattiesburg; Madison H. “Hamp” Smith, of Tupelo; and George V. Marler, Sr., of Morton, to the State Board of Contractors.

“I am very proud of these appointments,” said Governor Barbour. “Each brings a wealth of talent to the table, and I know they will do an excellent job in serving the citizens of Mississippi.”

Edwards, representing residential builders for an unexpired term, ending June 30, 2007, has been a homebuilder and developer since 1964. He has served as the past President of Homebuilders of the Gulf Coast, Home Builders of Jackson, and Home Builders of Mississippi. Edwards is also a member of the Mississippi Housing Hall of Fame.

Halle, representing residential builders for a five-year term, ending June 30, 2009, currently owns Gulf Properties, a real estate marketing firm. He is President of both Gulf Construction Company, a homebuilding and land development company, and Gulf Land Development, specializing in the development of residential neighborhoods. Halle is founder and chairman of the Gulf Coast Realtor Leadership and is on the Board of Directors of the Gulf Coast Association of Realtors. He is Past President of the Gulf Coast Association of Realtors and past President of the Mississippi Chapter of Certified Residential Specialist. Halle also served twice as President of the Mississippi Gulf Coast Multiple Listing Service, and is the recipient of “Realtor of the Year” for the Gulf Coast Association of Realtors.

Carson, representing road contractors for a five-year term, ending June 30, 2009, has served as the past President of the Leake County Industrial Board, as past President of Mississippi Road Builder’s Association, and as commissioner of the Mississippi Motor Vehicle Commission. Carson received the Co-National 8 (A) “Contractor of the Year” award by President Ronald Reagan in Washington, D.C., in 1984. He has also received the “Outstanding Employer” award for N.L. Carson Construction and the “Outstanding Business” award from the Leake County National Association for the Advancement of Colored People (NAACP). Currently, Carson is the owner of N.L. Carson Construction Company, Inc., and the owner of Central Snacks, Inc.

Sims, representing water/sewer contractors for an unexpired term, ending June 30, 2007, has served as Vice President, President, and currently serves as Chairman of L&A Contracting Company. Sims helped establish both the Gulf Coast Prestress Company, a manufacturer of Prestress Concrete, and the Southeastern Concrete Company, a concrete supply business. Sims, a member of the Board of Directors of the Bank of Hattiesburg, is currently serving on the Board of Directors, Foundation of the University of Southern Mississippi.

Smith will represent electrical contractors for an unexpired term, ending June 30, 2008. He has worked as Vice President and Unit Manager of JESCO, Inc., and now serves as Vice President, Estimating, of JESCO, Inc., Mississippi Mechanical-Electrical Unit. Smith is a licensed plumber, mechanical contractor, and gas installer in the State of Mississippi. He is a member of the American Society of Heating, Refrigeration, and Air Conditioner Engineers, and has served as past President of this society for the Mississippi Tombigbee Chapter.

Marler, Sr., will serve an unexpired term, ending June 30, 2008. Marler, Sr., is a retired registered professional engineer. He has worked as a concrete and grout mixture research engineer for the Waterways Experiment Station in Vicksburg, Mississippi; as a design engineer for Fenix and Scisson, Inc., in Tulsa, Oklahoma; as a research and design engineer for the Corps of Engineers in Little Rock, Arkansas, and New Orleans, Louisiana; as the resident engineer for the Federal Aviation Administration in Atlanta, Georgia; and as the President of Marler Construction Company, Inc., in Morton, Mississippi, and of B. C. Rogers Construction Company, Inc., in Jackson, Mississippi. Marler is the Chairman of the Scott County Jury Commission, the past Director of Mississippi State University Bulldog Club, and is a member of Mississippi State University Alumni Association.
