Governor Barbour Makes Appointments to the
State Board of Veterans Affairs

(Jackson, Miss.)—Governor Haley Barbour today announced the appointments of Herman Doyle Bailey, of Merigold; Wayne O. Burkes, of Brandon; and James Richmond, of McComb, to the Veterans Affairs Board. The State Veterans Affairs Board is designed to assist former and current members of the Armed Forces of the United States and their families in securing any benefits or privilege to which they are entitled. The board operates four Mississippi State Veterans Nursing Homes, approves programs and institutions of education and training under the G.I. Bill, and advises the governor and Legislature on veterans’ affairs.

“I have the utmost confidence in these appointees,” Governor Barbour said. “Herman, Wayne, and James have years of experience with the Armed Forces, and I know they will perform their duties skillfully and with the utmost respect for Mississippi’s veterans.”

Bailey is retired from the United States Army and Army Reserve and from Shelby Service Petroleum Company, Inc. Bailey retired from the Army as a Warrant Officer CW-4. He is a member of the American Legion, Veterans of Foreign Wars, Military Order of the Coaties, and the Moose Club. Additionally, Bailey has also served as a member of the American Red Cross Board of Directors, the Military Officers Club, and the Uniform and Military Club.

Burkes is a retired Major General from the Mississippi Air National Guard. Burkes is a long-time Air Force and Air National Guard Pilot; he has flown eight different Air Force aircrafts for 7,000 flying hours. He is a life member of the Veterans of Foreign Wars and the American Legion. Burkes is the former president of the National Guard Association of Mississippi. Burkes received his bachelor, master, and doctorate degrees from Mississippi College. He then attended the New Orleans Baptist Theological Seminary where he earned a Master of Divinity. Also, Burkes is a graduate of the Transportation Executive Institute of the University of Virginia, the Industrial College of the Armed Forces, and the Air University’s Air War College. In 1985, he was selected as the City of Clinton’s “Outstanding Citizen” and in 1993 was selected as “Man of the Year” by the Hinds County Farm Bureau.

Richmond entered the Air Force as a civilian employee, working as an electronic data processing programmer. During this time, he received the General Mark Bradley Award for Excellence in recycling $26 million of excess material to other government agencies. Richmond then served in the United States Army as a Personnel Specialist for two years and the Mississippi National Guard for eight years. Additionally, he worked as a systems analyst for the Space Division of Chrysler Corporation, a subcontractor for the NASA Saturn S1B Space System, and helped establish an Educational Data Processing Center that offered the first “electronic report cards” for the students of Mississippi. A member of the McComb Noon Lions Club, Richmond was elected in 1979 as district governor of the Lions of Mississippi and received the “Lion of the Year” award. He served as the honorary chairman of the Pike County Relay for Life and as president of the Pike County United Way. Richmond has also acted as president of the Pike County Alumni Association of Mississippi State University and as president of the Pike County Chamber of Commerce. He graduated from Mississippi State University, earning a bachelor’s degree in industrial management, and from the University of Southern Mississippi, earning a master’s degree in management. Richmond is married to the former Jane Travis; together, they have three adult children: Renee, Jim, and Stacey.
