Governor Barbour Makes Appointments to State Commission on Environmental Quality

(Jackson, Miss.)—Governor Haley Barbour today announced the reappointments of Richard Bowen Flowers, 71, of Tunica, and Billy Van Devender, 56, of Jackson, to the Commission on Environmental Quality. This commission conducts studies for using the State’s resources, enforces rules and regulations, and formulates Department policy regarding air and water quality, land preservation and mining, and air, water, solid, and hazardous waste pollution control.

“These appointees are well-qualified,” Governor Barbour said. “Both Richard and Billy have extensive experience with the environment and know the impact that natural resources have on the state’s economy. I feel confident they will serve the people of Mississippi well.”

Flowers is part-owner of Mattson Gin and has a farming operation that extends into six counties—Desoto, Tunica, Panola, Quitman, Tallahatchie, and Coahoma. He helped organize and was part-owner of Mississippi Seed and Sure-Grow Seed, which was later merged into Delta and Pine Land Company. Flowers served on the board of directors of the National Cotton Council, president of the Delta Council, and charter member and past director of the Mississippi Soybean Promotion Board. He is a past president of Tunica Rotary Club, a Paul Harris Rotary Fellow, and one of the founders of the Tunica Institute of Learning, where he also served as president. Additionally, Flowers has served on the board of directors of Delta Wildlife and Board of Trustees of Northwest Mississippi Community College. He earned a bachelor’s degree in agriculture from Mississippi State University and served in the United States Army and Army Reserve. A recipient of the Delta Business Journal’s “Profiles and Leadership” Award for 2002, Flowers is married to the former Janet Campbell Gregory. Together, they have three children: Richard, David, and Campbell.

Devender is currently partner, operator, and president of Gulfcoast Plywood. He co-founded Coastal Paper Company in Wiggins, Mississippi, and Vineyard Golf Club in Martha’s Vineyard, Massachusetts. Additionally, Devender was the founder of the CLAW Forestry Services, LLC, management operations. A member of the Southern Timber Venture, Devender also serves as a member of the Mississippi Fish and Wildlife Foundation, the Pearl River Basin Development District, and the World Forestry Center. Devender received his bachelor’s degree in civil engineering from the University of Mississippi and his Master of Business Administration from Southern Methodist University.
