Charleston Native Katrina Brisbon Promoted to Vice Procurement Services Executive of Defense Information Systems Agency at Fort George G. Meade

Charleston Native Katrina Brisbon has been promoted to Vice Procurement Services Executive in the Procurement Services Directorate (PSD) and is dual-hatted as the vice chief of the Defense Information Technology Contracting Organization (DITCO).

As the PSD vice, she serves as the principal advisor to the procurement services executive and head of the contracting activity. Brisbon is responsible for executive oversight of contract policy and contract operations at contracting offices in the National Capital Region, Illinois, Hawaii, Germany, and Bahrain. Brisbon provides executive oversight for strategic planning for the acquisition of telecommunications systems, information technology assets, and associated services as the vice chief of DITCO, an organization that obligated more than $4.9 billion and generated more than $4 billion in revenue in FY15.

Katrina is a Garrett High School Graduate(1983) that went on to earn a Bachelor of Science Degree(Newberry College - 1987), Master of Human Relations(Counseling - Univ. of Oklahoma, 2001) & Master of Business Administration(Liberty University - 2013). In 2009, she was awarded the Department of Homeland Security Acquisition Excellence Award as well as the Assistant Commandant for Acquisitions Award(Sentinel Class/Fast Response Cutter Program). She is daugther of Eugene and Annette Wright who are members of Joshua Baptist Church in North Charleston. Dr. Robert L. Grove is the pastor.

Ms. Brisbon’s previous assignments include: United States Coast Guard (USCG), Chief of Procurement Policy & Oversight and Acquisition Career Manager, where she was the principal business advisor to the Head of the Contracting Activity. Ms. Brisbon provided oversight for procurement operations, managed the contracting career development program, executed internal controls and led the development and implementation of procurement policy for the USCG’s geographically dispersed civilian and military procurement acquisition workforce; United States Army Intelligence and Security Command (INSCOM), Director of Contracts where she provided contract support for worldwide multi-discipline and all-source intelligence operations, linguist support, specialized quick-reaction capabilities, and communications supporting the National Intelligence Community, Army, Joint, and Coalition commands in support of an annual contracts portfolio exceeding $2 billion; and USCG Major Systems Acquisitions, Division Director where she provided contract administration and oversight for the multi-billion dollar Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance (C4ISR) portfolio.

Ms. Brisbon has a wealth of services and major systems acquisition experience. She has served as the contracting subject matter expert in support of the enterprise-wide strategic sourcing initiative for Technical, Acquisition and Business Support Services, a program worth more than $11 billion. Ms. Brisbon has also served as the Senior Contracting Official with contract oversight for the Nationwide Automatic Identification System (NAIS), C4ISR Programs and the USCG’s state of the art command and control Rescue 21 communications system which enables over 1100 search and rescue missions annually on America’s navigable waters. Most notably, she was the Senior Contracting Officer for the USCG’s $2B Sentinel Class Fast Response Cutter Program where her efforts led to the successful implementation of the USCG’s Blue Print for Acquisition Reform.
